Water Advocacy

Standing guard against attempts to weaken the investment in the Chesapeake Bay Watershed

The Chesapeake watershed has long been a priority of the White House and Congress. This has been supported by the 2008 Farm Bill, the president’s executive order on Chesapeake Bay Protection and Restoration in 2009, and the issuance of the Chesapeake Bay pollution limits (TMDL) in December 2010. We continue to advocate for these federal dollars and programs, fighting attempts to roll back funding and protections at a time when they are needed most. This includes working on the annual appropriations process—reauthorizing programs such as the Farm Bill, Surface Transportation Bill, and the Water Resources Development Act. In addition, we protect key federal laws, such as the Clean Water Act, from attempts to weaken them.

Coalition Agenda

The Coalition has a twofold agenda in Congress for 2012:

  • Stop legislative attacks against the Chesapeake pollution limits and the underlying Clean Water Act
  • Work to secure adequate funding for implementation through the appropriations process and other means

Results

  • The Coalition’s lobbying campaign helped to reduce support for legislative attempts to weaken the Clean Water Act in the House, and has held a firm firewall in the Senate to oppose these efforts
  • The Coalition’s Appropriation Requests for FY 2013 funding are reflected in the 2013 Continuing Resolution that funded the first half of the fiscal year 2012, including maintaining funding levels for the Chesapeake Bay Program, Clean Water State Revolving Fund, and the Chesapeake Stewardship Grant programs
